FOI release

Council tax bands of domestic properties

Case reference FOI2026/01647

Received 16 October 2026

Published 6 November 2026

Request

Under the Freedom of Information Act 2000, please send me a list of every domestic property on your council tax list with: - its UPRN (Unique Property Reference Number) - its council tax band - its address and postcode, if you are able to include them - your property reference number for it, if your system holds one (not council tax account numbers) I am not asking for any personal information. An Excel spreadsheet (.xlsx) of what your system already holds would be ideal. Long reference numbers are often damaged when a list is saved as CSV. If a CSV is easier, please could you format the UPRN as text before exporting. I appreciate a single band can be looked up on the government's 'Check your Council Tax band' service, but the complete list is not reasonably accessible to me that way, so I don't believe section 21 applies. I would also be grateful for your permission to re-use the information under the Open Government Licence v3.

Response

Under section 21 of the Information Accessible by other means Act, we are not
required to provide information in response to a request if it is already
reasonably accessible to you. As such we consider that complying with your
request is exempt under s21 of the Freedom of Information Act 2000 in that the
information is reasonably accessible to the applicant by other means. However,
to assist you, address information used in Council Tax is not a standalone
Council-created dataset. The address components are derived from Ordnance

Survey data, LLPG data and the wider national addressing framework managed
through GeoPlace/AddressBase. This also incorporates Royal Mail (Postcode)
and VOA (Unique Address Reference Number) data. Royal Mail own and licence
Postcode data and GeoPlace make address data commercially available through
their Address Based Premium offering.
