1. Were Tunbridge Wells Borough Council or Kent County Council notified about the festival in advance? When? Emails from residents on 6 & 7 October and on the day of the event. TWRFC advised that the event was taking place on 01 October.
2. Were Civil Enforcement Officers specifically assigned to St Marks Road or nearby streets because the festival was taking place? Yes, but the area is covered each Sunday with a mobile patrol and PCNs are issued if vehicles are seen in contravention of the parking restrictions.
3. What internal communications, deployment instructions or enforcement briefings referred to the festival? None. The duty Supervisor patrolled the area in morning, then instructed 2 Officers to check the area later in the morning, following an email from a resident advising that vehicles were parked on the double yellow lines.
4. How many PCNs were issued in the surrounding area between 8am and midday on 11 October, and specifically between 9am and 10am? In total 12 Penalty Charge Notices were issued on the morning of the 11 October. 6 x PCNs were issued between 9am & 10am.
5. How many officers were deployed there that morning, and what were their instructions? 3 Officers on duty that morning - 1 Enforcement Team Leader and 2 Civil Enforcement Officers. A verbal update was given during the daily morning briefing by the Team Leader.
6. What was the total face value of the penalties issued and how much has actually been collected? The contravention amount for parking on a no waiting at anytime restriction (yellow lines) is £70 (reduced to £35 if paid within 14 days). The PCNs are still ongoing so I cannot provide details of payments.
7. How do those figures compare with the previous four Sundays in the same area? No PCNs were issued on the previous 4 Sundays but patrols covered the area on each Sunday.
8. What was done to help the organisers address parking or consider alternative arrangements? No help was given to the organisers. Officers will suggest alternative parking, to drivers, at the time that they are patrolling, however it is for the motorist/driver to decide on where to park their vehicle and to take the restrictions into consideration when making the decision.
